Minimum Qualifications:
To qualify at the GS-12 grade level, you must have at least one year of specialized experience at or equivalent to the GS-11 grade level, which must include the following experience: in strategic communications and public health communications planning and execution, including message and materials development, experience translating scientific information into easy-to-understand language for non-scientific audiences and evaluating a communications program.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Duties
As a Health Communication Specialist you will:
- Develops and implements communication and marketing programs, projects, and strategies for the general public and other audiences, including innovative demonstration projects. In the implementation of programs, projects, and strategies, works with senior health communication specialists to ensure health communication activities are based on theory and use accepted principles, methods, and practices.
- Applies communication theories and models to communication campaign development; uses audience segmentation analysis and formative research to select appropriate communication channels and messages; maintains ongoing tactical communication campaign and partnership activities.
- Develops and manages communication projects funded extramurally. Participates in the writing of contracts, cooperative agreements, and/or grants and independent government cost estimates. Works on the technical and cost evaluation of proposals. Participates in project administration.
- Provides consultation, technical assistance, and training on program and project implementation to internal and external groups. Training activities may include direct training, but also participation in the creation of training curricula and tools.
- Develops, tests, and disseminates science- and audience-based products, tools, and messages to different audiences in a variety of formats. Collects data from programs for the development of health communication strategies and products. Develops and presents printed, electronic, and audiovisual materials for technical and lay audiences, scientific journals, and Internet and other mass-media outlets. Prepares presentation materials (e.g. talking points, Power Point slides) for meetings, site visits, etc. Reviews and edits materials developed by staff to ensure program objectives are being met. Ensures that documents conform to agency policies, branding, and style. Recommends channels and media formats. Coordinates production of materials and dissemination through various media outlets.
- Conducts audience research, collects feedback from consumers, monitors communication channel use, monitors audience demand for materials and publications, conducts environmental scans and other evaluation tactics to analyze the effectiveness of health communication strategies and messages.
Conditions of Employment
Due to the Centers for Disease Control and Prevention's (CDC's) process enhancement to use Shared Certificates throughout the Agency, some of the requirements below may differ:
- US Citizenship required.
- Males born after December 31, 1959 must be registered or exempt from Selective Service (see http://www.sss.gov ).
- May be subject to a Background/Security Investigation. Security clearance level may differ from the position announced when certificates are shared .
- CDC participates in the USCIS Electronic Employment Eligibility Verification Program ( E-Verify ). E-Verify helps employers determine employment eligibility of new hires and the validity of their Social Security numbers.
- Direct deposit is required.
- One-year probationary period may be required.
- This position may be subject to a Collective Bargaining Agreement.
- Time in grade (TIG) must be met within 30 days of the closing date of the announcement.
- This position may be subject to the OGE Financial Disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). CDC inspires public confidence in its trust responsibilities and mission by maintaining high ethical principles.
